Abstract

Since the sub-camp of Posts and Telecommunications, the postal service has obtained a sustained, rapid development, but the Post also has more extensive mode of economic growth, slower growth rate of labor productivity, high cost of running the whole network. In recent years, such a great deal of investment for information technology and infrastructure was put in, but because of the tremendous changes in the market to run on the network ability to support a higher requirement, and because in some production processes still follow the traditional operations organization and processes, making the effectiveness of capacity building has not been fully put into play, so the existing network support, work organization and processes to re-examine and optimize further play the role of information and scientific and technological progress, the inevitable liberation of productive forces, is to improve the level of scientific management, encourage enterprises to cost efficiency and improve competitiveness is an important strategic move, but also the only sustainable way of development to achieve.In this paper, combined with the actual work of running the postal network, through the analysis of organization and business processes in Shandong, China Post and postal network, focus on the problems of postal network under the new situation of increasingly fierce competition in the market. SWOT analysis of the use of postal networks in Shandong’s development environment to run an in-depth analysis, optimize the network organization, enhancing the ability of the corresponding strategy. Use Baumol-Wolfe model principle to establish Shandong postal network structure layout optimization model to address the cost and time-bound multi-objective optimization problem, while taking advantage of AHP to determine the province postal center point of the election strategy. Use the TOC theory on existing postal mail processing and transportation analysis, demonstrated that the implementation of mail processing and transportation container of the strategy.Shandong postal network for strategic issues related to running the study has important theoretical and practical role. Through this study, this paper will systematically explore the postal network and processes related to organizational issues. It will improve and develop the postal network organization and operation of the theoretical system.It has important theoretical significance. Shandong postal network in both runs for the study of aspects of systems analysis, improve the postal network provide the basis for running the strategy. In addition, Shandong Post has a strong representation of China Post.The empirical study of Shandong Postal will effectively increase postal productivity, reduce processing costs, ensure service quality, enhance competitiveness.
