Abstract


The "Three dimensional rural issues" has always been the focus of the party and the country.In the early of2014, the1st documents which was named "The opinions of deepening of ruralreform and accelerating agricultural modernization" pointed out "Strengthening theresponsibilities of financial institution on servicing Agriculture." People’s Bank of China as thecore of our financial system, always adhere to the development of rural financial service system,especially carried out long-term exploration and practice in rural payment service environmentconstruction.The rural payment service environment construction,which is also named rural paymentsettlement service environment construction,is a comprehensive project of enhancing ruralpayment service level. This article based on the reviews of previous research findings, takes ananalysis of the current situation of rural payment service environment construction of Rizhao,briefly introducing the development process, implementing measures, achievements and existingproblems. After4years of rural payment service environment construction of Rizhao, we hadaccumulated a great deal of experience, but there is still some deficiency in working mechanismand work innovation, especially in strengthening the pertinence and effectiveness of themeasures.This article takes advantages of the SWOT analysis method, makes analysis of advantages,weaknesses, opportunities and risks of each influence factor of the rural payment serviceenvironment construction of Rizhao, discusses the development strategy guide line and meritsfrom SO、 WO、 ST、 WT angle. In accordance with the analysis, this article givesrecommendations such as improving tran-department coordination and rewards&punishmentmechanisms, enhancing financial infrastrures, in order to provide practical support for ruralpayment service environment construction of Rizhao.
