Abstract

Since17th CPC National Congress has set up the goal of building a newsocialist countryside, the central government successively took agricultural policies inNo.1document, increasing support for agriculture, rural areas and farmers andguiding the resources to them.Agriculture is the important key to solve the problem of balance urban and ruralareas as the basic part of national economy. During the eleventh five-year plan, thefinancial departments together with other government departments took a lot ofpolicies to support the “agriculture, rural areas and farmers”.As the twelfth five-year plan was enacted, the problem of “agriculture, ruralareas and farmers” has faced up new opportunities and challenges. How to changeresources superiority to economic superiority and basic superiority to industrysuperiority are the big issue and important work for the government and financialdepartments. As to the current financial system, the loan from the commercial banksis a important part of it, but facing the changing environment, financial departmentsmight be cautious and affected by the macroeconomic control, and policy changing,and supervision environment, which may limit the role of supporting the “agriculture,rural areas and farmers”. So only depending on the traditional loan business can notsatisfy the need of “agriculture, rural areas and farmers”, studying on new financingform is the urgent thing. Through new forms, the commercial banks can satisfydifferent areas, and different levels, and different stages of companies. In one word,traditional business combined with new forms can make the commercial banks play abigger role in the agriculture, rural areas and farmers’ developments.From the angles of tradition areas and the new financing forms, the paperproposes suggestions to financial system on the basis of current financing situation, and problems of Jilin province in view of the practice of support for the agriculture,rural areas and farmers of the Jilin branch of construction bank of china.The paper adopts the methods of empirical analysis and normative analysis.(i)This paper adopts the method of normative analysis to summarize the successfulpractice of supporting the agriculture, rural areas and farmers through analyzing thecurrent stage and causes in view of developed provinces.(ii)It uses the method ofempirical analysis to choose a suitable path for Jilin province by analyzing the newforms assessing the effect of inner province.The paper is about to solve these problems.(i) Analyze the current situations andcauses of the agriculture, rural areas and farmers.(ii) Summarize the advantages anddisadvantages on financing forms.(iii) Choose the suitable forms for the commercialbanks.
