Abstract


According to the rapid development of region’s economic and the gradual improvement of varieties of infrastructure and service. Shanghai has become one of the fastest growing regions on urbanization and modernization of rural areas. Suburb of Shanghai’s rapid economic development makes increasing the income of farmers. Farmers’ requirements on the quality, living conditions and functions of housing settlements are increasing. However, a long time, Government’s research on rural housing construction and related policy guidance is lagging behind. This has resulted in scattered layout, small-scale homestead is too large, building frequency fast, not perfect, the lack of local characteristics and other issues. It has been unable to meet the requirements of the development of Shanghai suburbs.In2000, Shanghai suburb has launched the first pilot projects construction of village residential center. Score is good. In2003, Shanghai suburb has launched the first pilot projects construction of suburban homestead replacement. Afte that, It saved54.4%land. Building a harmonious society, building a new suburb and a new rural of modern international metropolis in Shanghai is the important prerequisite to establish a scientific and rational system of village. In the process of urbanization in the suburbs, and promote the transfer of farmers to non-employment process. Farmers live in the rational distribution becomes increasingly important.This article is under the guidance of "Urban-rural integration, rural urbanization, agricultural modernization, farmers citizens" overall goal and "population to towns and cities, industry to focus on parks, land set to scale"(three concentration) Overall strategy. Comprehensive analysis the current situation and problems of Shanghai suburb (as FengXian District for example) settlements. Investigate the choice of farmers living mode and operation mechanism. And compare the successful experience of living patterns at domestic and foreign. Finally draw the following conclusions:(1) Homestead replacement must be adapt to urban construction and industrial park construction.(2) Village merging (the center village building) is the mainly way to achieve the rural "SanHua".(3) Village transform is only a temporary, village merging is an effective way.
