Abstract


Compared with the traditional performance evaluation of other investment projects, performance evaluation and optimization of IT information does have a higher degree of complexity. Relatively, there are many hidden components in the IT investment value evaluation. Furthermore, many variables can effect the IT application and IT has a very strong complementary influence with other factors, therefore, comprehensive and balanced measures are required when doing the performance evaluation for IT investment projects.Based on the characteristics of the five areas such as hard to count the investment return; unsure investment return periods; intangible gains; continuous investments and gains effected by macro-economic climate, and considering comprehensive elements such as the productivity rate of the IT projects, co-relating nature, personnel, cost and profit gaining rate, this article, through the study and analysis on financial evaluation and multi-index appreciation etc. investment evaluation methods, concludes that, at present, the practical evaluation method on an IT project shall be based on an integral and overall credit system that combines elements of both quantity and quality determinations, and all these come from the three first class indexes, i.e., selection on the fundamental conditions, construction plan and financial evaluation methods, which are further detailed and weight added. At the same time, this article presents a sample of investment evaluation and analysis on an investment evaluation model and overall crediting system that are based on a real IT project.Through the study of this subject, it reveals the project evaluation mechanism and status of the current Chinese Government investment and the State investment on the information technology industry, and its unique point of view and focus that differentiated with that of the marketing funds and venture capital companies on the information technology industry project so that we can better understand the government decision-making system and analytical methods of the national project for the information technology industry.
