Abstract


With the intensified global competition for science and technology development, as wellas the rapid development of the global services economy trends more pronounced, toenergetically develop science and technology service has become the world’s economicstructure transformation and strategic needs of the construction of regional innovation system.The future, technology services and strategic cultivation of symbiotic development of newindustries, is bound to a series of emerging technology services industry, and provideopportunities for the mining of new economic growth points.As the Northeast old industrial base, Heilongjiang province is facing the pressure ofrestructuring and upgrading of the industrial structure. The insufficient development seriouslyrestricts the development of the transformation and upgrading of the process. Under such abackground, Heilongjiang organized and designed a project of scientific and technical serviceplatform for petroleum equipment manufacturing industry, hoping that through theimplementation of the project, it can further strengthen the innovation capacity of petroleumequipment manufacturing industry and upgrade the industry’s core competitiveness. At thesame time, we also want the project to become an important platform for developingpetroleum equipment manufacturing industry in Heilongjiang province. We hope the projectcan play an active role in the cluster development of petroleum equipment manufacturingindustry and upgrade the industrial structure. Now, the project has been included in thenational science and technology special support program.It is the first descriptive research on the mode of technology services industry andcommercialized development. By the research on domestic and foreign relating mode theoriesof technology services and commercialized development, we combine it with the commercialmode features of the project and focus on the overall framework of the platform. The papergives a systematic analysis on the mode of the commercialized development of scientific andtechnical service platform for petroleum equipment manufacturing industry in Heilongjiang.Based on the present development of petroleum equipment manufacturing industry inHeilongjiang, it makes a comparative analysis on the effect after the introduction of the platform and a summary of the experiences and laws in the transforming and upgradingprocess of serving the old industrial base of technology service industry.
