Abstract


In recent years, state-owned economy gradually moving towards prosperity , improved business efficiency and profits exponentially. How to use the profits of these increases to be fully effective role to play , become the focus of attention on the widespread problem . Therefore , in order to be able to make good use of these funds effectively play its biggest role in the establishment of state-owned capital operation budget become the primary and most important way to be considered . In 2008, Shaanxi Province, the introduction of state-owned capital operation budget on the relevant observations , initially established a system of state-owned capital operation budget . For Shaanxi Province Trial existing state capital budget problems in the past three years , the paper source from theory to sort out and its assessment, combined with the current phase of our country in the field of public finance reform , put forward the reform of state-owned capital operation budget should take the public of the road, is its positioning in the framework of public finance system, the correct understanding of the state-owned capital operation budget and public budgets, the relationship between the social security budget , thinning on state-owned capital operation budget execution and oversight of laws and regulations , good state the basic working capital gains confiscated , reasonable standard preparation system , attention to assessment and evaluation , to properly resolve conflicts of interest in this work and do the supporting measures to give full play to the state- owned capital operation budget and promoting economic restructuring state-owned enterprises role in the development of public budgets and social security budget adjustments and additions to improve the government 's dual budget system .
