Abstract


Global warming has a profound impact on the survival and development of humanity as a whole, are the major challenges facing the world. Development of low-carbon economy has become the climate warms, the only way to achieve energy reduction. Low-carbon economy is to achieve greenhouse gas emissions, increase energy efficiency, economy, environment and rural development and sustainable economic development. July 19, 2010, \In this paper, the development of low-carbon economy tax policy related research were reviewed on the basis of relying on external theory, Pigou tax theory, such as the polluter pays principle, carding a low carbon economy in developed countries tax policy experience; analysis of the current Chongqing carbon economy tax policy status quo; using the relevant data, the use of improved MACRO model simulates the 2012 to 2020 carbon tax on the economic development of Chongqing and carbon emissions, and as a low-carbon pilot cities of Chongqing, China should How to Chongqing as a pilot to adjust the current tax policy, the tax purview Chongqing how to support low-carbon development policy put forward ideas and suggestions; Finally, the development of low-carbon economy in Chongqing relevant supporting policies. Through research, we draw the following conclusions: a carbon tax on carbon dioxide emissions in Chongqing has a catalytic role, but this role will be to promote weakened over time; carbon tax abatement, the better, the greater the loss of GDP in Chongqing; implementation of the carbon tax can not be reduced coal consumption in Chongqing, but will significantly reduce oil and gas consumption, but also to reduce total energy consumption; Chongqing as the low-carbon pilot for current tax policy adjustment, in the main tax, VAT should be selected, supplemented consumption tax and business tax or regulate the energy sector energy services industry, in addition to corporate income tax, personal income tax should be appropriately adjusted; should resource tax, vehicle purchase tax and environmental taxes should be imposed as an auxiliary taxes to promote low-carbon development. This paper studies done there are two main innovations. In the thesis topics of this paper, the current low-carbon economic hot spots, more systematic and comprehensive tax policy from the perspective of the development of low-carbon economy in Chongqing. In the model building on improved MACRO objective function and energy consumption function, and use relevant data to run the model in Chongqing. Through this study, we can solve a problem: how tax policy can contribute to the development of low-carbon economy in Chongqing? They can come out of these two small issues, namely whether the introduction of a carbon tax to promote the development of low-carbon economy in Chongqing? Current tax policy should be adjusted in order to support low-carbon development in Chongqing? our various regional geographic conditions, resource endowments, economic structure and so there is a big difference in a single region of low-carbon economic development research has great theoretical significance. As an old industrial city and economic center of the Yangtze River and the only municipality in western Chongqing development of low-carbon economy is conducive to the achievement of national strategic intent, change the extensive mode of economic growth, and promote the \And, Chongqing is in a critical stage of rapid development, coal-dominated energy structure, carbon dioxide emissions is difficult, resource scarcity issues outstanding, fragile ecological environment. Tax policies to promote low-carbon development in Chongqing trials are successful if they can, for other provinces and cities to provide low-carbon Experience.
