The twenty-first century, trade in services , Hebei Province although a certain degree of development, but the overall level is relatively backward, and compare our other economically developed provinces is still a big gap. This paper explains the basic concepts of trade in services , the theoretical basis and services trade competitiveness of the three measurement indicators , as a service trade development of the theoretical basis ; Secondly, Hebei service trade development status of research, Hebei Province -based services industry and the characteristics of service trade reached its development problems ; then, from the three levels of service trade development in Hebei Province factors were analyzed .
