Abstract


With the continuous development of the domestic civil aviation and the scale of the airlinesaircrafts, how to get more benefit has became a common program of all airlines. The flightplan is the core of all the operation activities of the airlines, and any other operation chedulesare disigned around the flight plan in order to operate smoothly. The short-term flight plan isan important part of the flight plan adjustment. Becouse of the rapidly change of marketdemand and the company resource, the long-term flight plan will be out-date with thecontinuous environment. Therefore, how to find the best short-term flight adjustment toincrease the benefit for the changing environment is very important.In this paper, the factors that affect short-term flight adjustment were analyzed by the analytichierarchy process (AHP) to establish a comprehensive evaluation system including4layer,5first-level indexes,20second-level indexes and4schemes. In the evaluation system, theflight plan adjustment including sub-fleet change, flight time change, flight adding and flightcancellation are evaluated from the view points of marketing and sales, maintenances, flightcrew, operating approval and government factors to determine the optimal scheme.At the same time, the method of expert’s evaluation is also adopted to evaluate theseadjustment, and it is also affected by the fluctuation of market demand．At the finalcalculation, flight cancellation will not be accepted unless the market demand was very low.Sub-fleet adjustment should be normal operation adjustment for cutting cost and increasingprofit. At last, the calculation result shows the effective and reasonable flight plan adjustmentwith and without government factor. It is hope that the annural short-term flight planadjustment will be more reasonable through the analysis of this paper.
