Abstract


The implementation of participatory budgeting in Wenling is another creativity in the field of politics, which is innovated by innovative ones in Zhejiang Province. Since the implementation, all parties pay close attention to it. The whole process is as follows, from the primary practice of democratic communication to the experimental participatory budgeting of Xinhe and Zeguo, then to the all-round practice of each village and town, at last the participatory budgeting is implemented throughout the whole Taizhou. During the implementation and perfection of participatory budgeting, it produces great political and social interests, especially in the aspect of public participation and democracy, which has major research value. The participatory budgeting practice of all the countries in the world testifies that "learning to swim by swimming", that is citizens’participation is the best way for cultivating the citizens’ ability. Participatory budgeting is an effective carrier of citizens’ democratic education.This paper can be divided into several parts. Firstly, it introduced the ideological and political education carrier theory, deliberative democracy theory, participatory budgeting theory and citizens’democratic education theory. It also clearly stated the fundamental concepts and theoretical basics involved in this paper. Then, it simply introduced the generation and development of participatory budgeting in the whole world and introduced the participatory budgeting of Wenling. Finally, it introduced the development of participatory budgeting of Wenling, especially the development of Xinhe model and Zeguo model and their respective characterizations. It analyzed the deliberative democracy contents of Wenling’s participatory budgeting in depth, including procedures according to the situation, content publication; justly and fairly choosing participants; based on public interests and sticking to public reason; through negotiation transferring self-preference; bringing in experts’reason and system of presenter; intervening the system of people’s congress and so on.The paper, based on the previous studies, focused on the function of democratic education over citizens of participatory budgeting in Wenling, which not only theoretically proved that Wenling" s participatory budgeting in essence is a good innovative carrier of citizens’democratic education, but also practically verified that Wenling" s participatory budgeting acts as carrier of citizens’ democratic education. Besides, the citizens’democratic awareness has been effectively developed, citizens’ democratic capability improved, democratic habits cultivated and the development of citizens’democratic culture promoted. However, from the perspective of deliberative democracy, the research shows that there are defects in terms of playing the function of democratic education over citizens of participatory budgeting in Wenling, and three aspects are mainly concerned, namely, imperfection of the system, ineffectiveness of the participation and lack of long term development strategy. Therefore, after the sufficient understanding, in-depth analysis and prudent studies, this paper intended to put forward some resolutions as regards to subject orientation of citizens’democratic education, system design and effective participation.The biggest theoretical viewpoint lies in exploiting the democratic connotation of Wenling’s participatory budgeting, and verifies the function of democratic education over citizens.The innovative aspects of this paper lie in new perspective, new content, and the generalizability of the achievements. New perspective lies in that participatory budgeting as an innovative carrier of democracy at the grassroots level has been studied from the perspective of citizens’democratic education in this paper. This perspective hasn’t been applied to the existing research achievement of participatory budgeting. New content lies in exploring the function of democratic education in this participatory budgeting carrier and accordingly discovering, analyzing and solving the problems. The generalizability of the research achievements represents that in the process of promoting participatory budgeting in the whole city of Taizhou. it will provide theory and experience for a more effective combination of participatory budgeting and citizens" democratic education and provide reference for the innovation of democratic education at the grassroots level.
