Abstract


Dr. Muhammad Yunus, the founder of Grameen Bank (GB) carried out welfare micro-finance (M-F) bank in Bangladesh and made great achievements in the1970s. As an effective anti-poverty model, the GB model was introduced into China in1994, which aroused great concern of the government, scholars and relevant institutions. However, the GB model did not gradually grow into an effective method of getting rid of poverty as expected because it based on poverty alleviation projects and concentrated more in rural areas than urban areas.In order to play advantages of M-F in supporting the development of "agriculture, farmer and rural area" and "small and medium-size enterprises", China Bank Regulatory Commission (CBRC) and the People’s Bank of China (PBC) carried out pilot work on "commercial small loan company" which permitted credit only in Shanxi, Sichuan, Shaanxi, Guizhou and Inner Mongolia. Through this manner, the private capital had been activated and a new M-F model had been developed in these five provinces and autonomous region."The Guidance on Micro-Credit Company" was released by CBRC and PBC, which authorized the right of approval from the Central Government to local governments, especially finance office of local governments in May2008. As a result, China set off a boom of establishment of M-F company.As one of the first pilot provinces, Inner Mongolia undertakes the important task on the transformation of M-F from welfare to commercial, which is significant for the promotion of commercial M-F around the whole country. Therefore, it means a strong guiding and reference for determining commercial M-F mode of operation and future direction of reform that doing empirical research on M-F in Inner Mongolia. In addition to the general characteristics of M-F, the development of it in Inner Mongolia has its own particularities such as large regional differences and dependence on energy industry. In the condition of coexistence of the advantages and obstacles, it is important for sustainable development of M-F in Inner Mongolia that studying the specificity of it.In this paper, the author takes M-F development in Inner Mongolia as objection of studying. First describing the current situation of M-F in central, eastern and western regions in Inner Mongolia through large amounts of data by comparative analysis; then summing up the features, advantages and obstacles of M-F in Inner Mongolia by qualitative analysis based on the fully understanding of status; finally, making policy and recommendation for sustainable development of M-F in Inner Mongolia by macro and micro analysis.This thesis emphasizes on empirical research, and the innovations are mainly reflected in three aspects. First, the data in paper is detailed and full, which organized all the large M-F companies in every city in Inner Mongolia. Second, it presents the stage and regional features of M-F in Inner Mongolia by dividing it into three parts. Third, the author sublimates the purpose of this thesis by displaying the features on the combination of regional financial and economic development.
