Abstract


Venture Capital Guiding Fund is established by the Government and operated in the market-oriented way, supporting the development of venture capital enterprises, and guiding social capital into the venture capital industry. In order to make the guiding fund come into play fully, and promote the political effect, government should ensure that guiding fund is managed correctly, and also need to monitor and evaluate the performance of guiding fund professionally. However, the public finance speeding evaluation rule we have now are only focusing on the legality and the compliance, rarely estimate the economic efficiency, productivity and availability. Therefore, the policy effect of guiding fund can’t be reflected by using that evaluation rule directly. Based on this, the paper combines the theories of venture capital guiding fund and the existing research literature, put forward a performance evaluation system of venture capital guiding fund.The paper mainly includes the following aspects:The first part describes the current macro background of venture capital guiding fund development, as well as the research meaning and methods; The second part is the concept of venture capital guiding fund and the relevant theories foundation; The third part analyzes the current situation of China’s venture capital guiding fund, including the scale and size of funds, then points the existing problems and clears the necessity of evaluating venture capital guiding fund; The fourth part builds the performance evaluation system of venture capital guiding fund, which has three sections, policy goal, policy effect and management ability, totally18evaluation indexes. This part also calculates the weight of each index weights; The fifth part is the case study of the performance evaluation system built in last part. The author selects Shanghai Venture Capital Guiding Fund as an example, and combines the fuzzy evaluation method and exact value evaluation method to evaluate the fund performance, then putting forward some relevant suggestion to improve the performance of Shanghai Venture Capital Guiding Fund according the evaluation results. The final part summarizes the full content and proposes future researching direction.
