Abstract


A state’s exchange rate policy, particularly great powers’, is getting more and more internationalized in this increasingly globalizing era. The determinants not only lie in the game among various domestic interest groups, but also in the influence from a state’s trade partners. On this background, undoubtedly the start point of studying the conflict on exchange rate should be two different levels, by which a relatively comprehensive and objective viewpoint could be reached. Based on the theories and methodologies of economics and IPE, this article analyzes how one country’s exchange rate policy gets determined from international and domestic dimensions. Domestically, the exchange rate policy could be determined by the interaction or struggle among the regime, the interest groups and the government. Internationally, the game action between different countries exerts the impact on exchange rate policy, and vice versa. Based on the double game theory which stresses the bargaining on both domestic and international level, the article takes the exchange rate conflict between Japan and the U. S. in1980s as research subject, and analyzes how the U.S. exerted its two-level, domestic and international, pressure on Japan in the name of fair trade and how Japan responded the two-level pressure. The article will also offer some plausible suggestions for China to deal with the increasingly strong pressure on RMB from the U.S. via summarizing Japan’s experience.
