Abstract


Both the frequency and loss amount of catastrophes have shown obvious increasing tendency in recent years. As to China, a lot of catastrophes like the snow disaster and Wenchuan’s earthquake in 2008 have caused serious property damages and personnel casualties. Due to lack of a mature catastrophe insurance market, most of the losses were finally undertaken by the suffered people themselves with only some small amount of financial relieves from the Chinese government. The social welfare as a whole suffered serious losses as a result. A great many studies have been made over the catastrophe risk management topic in the developed country, which mainly focus on the securitization of the catastrophe risks and the private-public mixed mechanism theory. In practice, more than 10 derived products like catastrophe bond have been developed. However the scale of the market is still undesirable compared to the traditional reinsurance market. With reference of the experiences of developed countries, the author proposed that China should set up a mixed catastrophe risk management system which gives full play to the respective advantages of both private and public sectors. The full development of the private insurance and derived product markets should be fundamental. And the government should also play its role in three aspects, which are pulling the demand of catastrophe insurance by compulsory insurance, taking close looks at the retention ratio in the risk transferring process, and providing the ultimate capacity by adjusting the derived products’prices when irrational slump happens.
