Abstract


Science and technology are primary productive forces, so scientific and technological capabilities are the key factors and core content of the comprehensive strength and competitiveness for the countries and regions. It’s also an important guarantee for economic growth and social progress. It is the major strategic issues to impact the rise of a country or region. In this paper, based on the theory of scientific and technological capabilities, it builds an evaluation index system of scientific and technological capabilities, uses catastrophe progression method to evaluate and analyze the scientific and technological capabilities in Hebei Province, then proposes the suggestions to improve the scientific and technological capabilities in Hebei Province. It will provide a reference, so that government can have a correct understanding of the scientific and technological capabilities, and develop reasonable science and technology policies.Firstly, it clarifies the research background, research significance as well as domestic and foreign research status, summarizes the research ideas and methods. Then it introduces the theories of scientific and technological capabilities and science and technology evaluation, defines the connotation of scientific and technological capabilities, discusses the need to carry out the evaluation of scientific and technological capabilities.Secondly, it outlines the general idea of the development of scientific and technological capabilities in Hebei Province. Analyzes the status of scientific and technological capabilities in Hebei Province from four aspects of economic and social development, science and technology achievements, investment in science and technology and high-tech industries. Summarizes the basic characteristics of the development of science and technology in Hebei Province. And then identifies the main factors to affect the scientific and technological capabilities of Hebei Province.Thirdly, combined with the basic principles and evaluation steps of catastrophe progression method, it establishes a scientific and technological capabilities evaluation index system which contains3first-level indicators,9second-level indicators, and23 third-level indicators from the science and technology output and conversion capacity, investment in science and technology capacity and science and technology environments.Finally, on the basis of collecting relevant data of China’s29provinces, autonomous or regions (excluding Tibet and Qinghai), it builds evaluation model of scientific and technological capabilities in Hebei Province, and analyzes the results of evaluation. Combined with the basic characteristics of the development of Science and Technology in Hebei Province, it proposes the suggestions to improve scientific and technological capabilities in Hebei.
