Abstract


Circular economy based city management effectiveness is to eliminate the impact of different objective basic conditions of the cities , government regulators truly reflect the subjective effective effort to generate economic and social benefits , eco-efficiency , the characteristics of an act of the emphasis on the intellectual capital . Therefore, to study the issue can provide theoretical support to improve the management of urban development mode transformation efficiency . Since the construction cycle of economic cities is the practice of the cycle of economic theory at the societal level , so it requires knowledge capital in accordance with the 3R principles of reduction , reuse , recycling , \harmony and unity . Papers on the basis of the theoretical study of circular economy of urban theory and management effectiveness , \systems. It not only reflects the relationship between human capital , resources and the environment , but also reflects the \Papers in accordance with the laws of the statistical distribution of the sample survey , expert interviews , typical cases investigated , using SPSS statistical software to establish the appropriate database . Analytic Hierarchy Process (AHP) to establish a quantitative model of the circular economy development level , in order to evaluate the comprehensive development strength of the cycle of economic cities in different basic conditions . On this basis, the ruler's effort to overcome differences in objective basic conditions the the secondary evaluation model based on data envelopment analysis (DEA) , the evaluation and effect - Management Performance management effectiveness of the economic cities , namely loop . Finally, the collection of statistics of 17 prefecture-level cities in Shandong Province , confirmed the validity of the model run through the presentation . The idea of circular economy based city management effectiveness is the basis of the evaluation in the same reference point , weakening relative evaluation impact analysis on the subjective level of effort from the manager's inefficient behavior .
