Abstract

With the popularization of Internet and the revival of public diplomacy’s, network diplomacy is emerging as a new way of public diplomatic. It means that a country utilizes worldwide website to engage with outside world and to realize its own interests and to project a good international image. The United States is the first nation began network diplomacy practices and is also the most developed one. The essence of the United States network diplomacy is that US use networks as tools to peddle US’s value ideas to target nations, to promote its policies, and to bring public opinion’s pressure on target countries. Thus US can realize own national interests. Chinese network diplomacy’s development will benefit from research on American network diplomacy.This article is divided into four major parts. The first part introduces American network diplomacy’s background and developing process; The second part elaborates American network diplomacy’s system including American network diplomacy’s objectives, performers and basic modes; The third part makes concrete effect appraisal of website’s quality, American network diplomacy’s impetus effect to Internet free and American national image; The fourth part, on the basis of analyzing Chinese network diplomacy’s present situation, we absorb American network diplomacy’s experience and lesson, and seek concrete methods of raising Chinese network diplomacy’s level. Conclusion mentions that any country cannot hold impractical fantasy to network diplomacy, because it is only one kind of way in numerous public diplomatic ways. Promotion of a country’s soft power and national image also depends upon good internal and foreign policies.
