It is admittedly true that, in recent years, the government has adopted a lot of policies and measures on environmental protection to changing environmental conditions, for the increasingly serious problem of environmental pollution. It can clearly be maintained that environmental protection has been regarded as a basic national policy of China. In this case, carrying out related research and optimizing selections of environmental policy tools have very important practical and theoretical significance.This paper mainly uses the knowledge of public administration, public policy analysis, and policy science theory, further to this, it adopts literature analysis, comparative study, and the combination of qualitative and quantitative analysis methods. Firstly, it explants the policy instruments’ main related definitions, types, and evolution process. Then, it summarizes the key factors which influence policy tools’selection. Finally, it analyzes the practical application of environmental policy tools in Dalian.Thesis includes five aspects. Chapter one is introduction part. It interpretations the article through research background, research significance, literature review, research content, and research methods. Chapter two is definition and related theoretical studies. It mainly defines the definitions and types of environmental policy instruments, groups them into three types. In addition, it also analysis the evolution of environmental policy tools at home and abroad. Chapter three is environmental policy instruments’ affected factors. It dissects four main factors influencing government choice of environmental policy instruments, and then summarized them. Chapter four is problems in the Dalian environmental policy tools’selection application. It combines with Dalian’s environment treatment, generalizes the use of policy tools. What’s more, it describes the limitations of the three policy tools. Chapter five, last of all, is optimize environmental policy instruments in Dalian. On the basis of the above analysis, combined with the influencing factors, it discussed the optimization selection of different types of tools.It can be concluded, therefore, that the environment policy tools designed by Chinese government can be divided into three types:command and control environmental policy tools, economic incentive environmental policy tools, and public participation environmental policy tools. Furthermore, the factors which affect environmental policy instruments selection are legal protection, constraints of environmental management system, the development degree of market mechanisms and social factors four categories. It is admittedly true that various types of environmental policy instruments have their own certain applicable conditions, and the relative superiorities and limitations. That is to say, different types of tools have the different limitations, and lack of coordination and cooperation between with them. It combines the actual situation of Dalian, and recommends optimizing the selection of environmental policy tools to protect the environment more effective. Given this, it should be to take advantage of integrated tools to overcome the shortcoming of single tool, to phrase it, which is to build a comprehensive tool for environmental governance.
