Abstract

Scientific understanding and properly resolve the social problems, especially the economic social problems related to community economic development of local community of Nature Reserves are not only the key to protect and use the natural resources effective, but also to adapt to China’s economic, social and environmental Sustainable Development in need of objective laws. A social issue of the economy of the nature reserve community has become the focus areas of the construction and management of nature reserve need to research and study. Songnen Plain is an important breeding site for cranes and other water birds, within the nature reserve, large swamp and the surrounding area has become a key area of the protection of endangered species. But now, the main problem faced by the four nature reserve management in the Songnen Plain is coordinated with community relations. Therefore, to carry out in this study has a very important practical significance.1、A study through targeted field survey, questionnaire, visited the forum, second-hand information of Zhalong, Xianghai, Momoge, and Tumuji four National Nature Reserve in the Songnen Plain was carried out. The population of the community, community economic (including income, source of income, economic costs, expense accounts, and per capita net income), and community education in the nature reserve were collected and analyzed separately. The results indicate that:(1) the ability to work of residents showing a downward trend in four nature reserve;(2) The per capita net income of the residents were lower than the province and the average standard of living, especially the core area of the four nature reserve; sources of revenue are from agriculture and simple operations, which are strongly dependence on the natural environment;(3) The cultural level of residents are primary school education and junior high school education (80-90%) in the four nature reserve, the overall educational level of the core area residents higher than the average level of the nature reserve. According to the survey results, we can summary that the obtained endowment of natural resources and the community residents’human resources are the important factor to affect community economic development level of the nature reserve.2、For a more objective understanding of the relationship of community economic, natural resource endowments and the quality of residents and other elements in nature reserve, a method was using combination of quantitative and qualitative to analysis, economic and mathematical principles and the characteristics of cross-sectional and time-series panel data analysis and econometric models are also used. The results show that:(1) Primary economy based on crop cultivation is the economic development model of four nature reserve;(2) Different economic level area is roughly the same degree of dependence on natural resources;(3) The quality of the population is essential for community economic development. The findings fully explain the lower economic income levels in the community exacerbated the over-exploitation of resources and the environment destruction, Sustainable development is an effective way to ease the economic backwardness and cherish the Natural Resources Defense plight.3、We proposed to solve poverty and participate in four nature reserve based on full analysis of the four nature reserve of community economic development and the main features, including macro-level poverty reduction strategy:(1) Low-carbon model of eco-tourism efforts;(2) Give full play to the economic function of the nature reserve;(3) Promote labor mobility, improving farmers’ desire to get rich. As well as micro-level poverty reduction strategy:(1) declared to the organization Community Development Fund demonstration projects;(2) implementation of practical technical training in rural areas;(3) construction of the peasant culture of the school;(4) theme diversified, approach in a broad anti-poverty strategy, such as tourism crafts technology promotion.Finally we summed up community economic analysis of social problems for the importance of the election, construction and development of the nature reserves and proposed a preliminary proposal, which the main indicators was community and economic analysis as the core in condition assessment system.
