Abstract


Heilongjiang province which is located in China’s northeastern border is a resources province, it is rich in oil, forest, coal, agricultural resources advantages and location advantages, also in the ecological province construction of the pilot. Put forward the concept of main body function region, not only carry the country in the adjustment of regional development strategy, and at the same time, the great change of local economic development, pointed out the new direction of development of ecological industry in Heilongjiang province become the opportunity. This paper aims to explore the main body function region in the background of how to develop the Heilongjiang province small Xing Anling large ecological function protected ecological industry, for how to limit development and prohibited development area ecological environment of the operation value into specific economic benefits, further restrictions on our province development and from the development of the regional economy, society, environment and other aspects play a full role in our province, so that the ecological industry more competitive has great significance.Based on the theory of market failure, government regulation theory, sustainable development theory, and so on the basis of the theory of related literature analysis and contrast analysis on how to promote the Heilongjiang province small Xing Anling large ecological industry development are discussed, for the development of ecological industry related research provides a new Angle. On the basis of large of Heilongjiang province small Xing Anling ecological functional areas of the basic situation and policy analysis of the current situation, big small Xing Anling ecological industry development foundation weak, the ecological industrial technology not mature difficult to promotion, the development of ecological industry fund shortage several aspects of the problem, and from a policy perspective, this paper analyses the main causes of problems including lack of advancing the clean production of environmental protection policy, the lack of can solve subvention problem of fiscal policy, the lack of ecological technology monetary policy and lack of effective promotion of ecological industry industry policy. Through the foreign ecological industry development, this paper analyzes the policy Angle we should learn from experience, finally in the above analysis are put forward on the basis of Heilongjiang province ecological function to speed up the big small Xing Anling ecological industry development countermeasures and Suggestions.
