Abstract


Pilot research purposes Fujian Province, the new rural cooperative medical system (hereinafter referred to NCMS) 2004 to 2008, has covered all agricultural population counties (cities, districts), enter the full implementation and consolidation of the perfect stage. This study close the implementation Fujian Xinnong in the background, the use of the province in 2008, the fourth of Health Services Survey opportunity to understand the current situation and the impact of rural residents in the province after the implementation of the new rural cooperative health services utilization factors, NCMS the views of key stakeholders on the new rural cooperative and evaluation; province new rural cooperative sustainable development and promote the health seeking behavior of farmers, improve the level of farmers' health reference. Comprehensive utilization of research methods literature method, quantitative research and qualitative research methods to collect the required information. The quantitative study used questionnaires, using the National Health Services Survey unified design family health survey questionnaire about demographic characteristics of rural residents and health service utilization and impact factors; qualitative research using semi-structured and key informant interview law and focus group discussions law, and understanding of the new rural cooperative view of the new rural cooperative evaluation and recommendations of key stakeholders. Finally, the behavior theory to discuss proposed in this paper. Research conclusions province NCMS is running well, the establishment of a broad mass base, change the rural residents do not have medical insurance, improve the level of health protection for farmers; new rural cooperative system design, and strengthen supervision and cost control on the need to further improve in order to play a better role. 2 the implementation of the new rural cooperative to promote farmers' timely medical treatment, the farmer health services utilization significantly increased substantially reduced utilization of health services, especially the fast-growing use of inpatient services, but the new rural cooperative of farmers in our province in outpatient health services utilization little effect. 3 farmers utilization of health services by the individual intrinsic factors (including gender, age, education level, occupation, economic situation, etc.) and the impact of the external environment (NCMS and grassroots medical institutions). In the new rural cooperative medical system, farmers are most concerned about is whether the proportion and outpatient hospital reimbursement can be reimbursed. In the choice of treatment medical institutions, the farmers prefer treatment in primary health care institutions. By guiding farmers to a correct understanding of the disease, improve self-care awareness, actively prevent and treat disease. The same time, improve the external environment to promote health seeking behavior of farmers, raise new IICA funding levels, to speed up the GOP co-ordination, the compensation package for farmers of different income development of science, and to improve the new rural cooperative medical supervision and management system, and boost farmers' income level and grassroots medical institutions, service capabilities.
