Abstract


Project financing is the last century,70 years after the introduction of international financial markets, a new type of borrowing. In today’s increasingly competitive market, enterprises can in accordance with the requirements of the law of market economy, a successful project financing, will be directly related to the business success or failure. Dalian is an important transportation hub in northern China in recent years, Dalian’s economic and social aspects, great changes have taken place, socio-economic development will be rapid, has made remarkable achievements. With the rapid development of economic construction and urban population continues to increase, the city also increased the amount of sewage discharge, along with adjacent waters increased pollution load. Existing environmental conditions of water have been unable to bear the existing pollution load will increase the volume of sewage discharge will increase the pollution of the environment, and this is in exchange for sacrificing the ecological cost of the inevitable consequences of economic development. With the rapid development of urban society and economy, environmental protection will become increasingly important position and role, the water environmental protection is an important part of urban environmental protection. The city’s sewage directly discharged into water bodies, is not conducive to the overall ecological environment.Foreign sewage treatment industry is one of the main features of the privatization of sewage treatment enterprises, privatization. Sewage treatment facilities in the capital structure of development issues, developed countries have gone through a repeated, and by now all countries have gradually developed a suitable finance management system to national circumstances. Domestic sewage treatment facilities in the construction period of rapid development, but the sewage treatment industry investment and financing system is not perfect, it is in the planned economy gradually developed, the current government financial investment, commercial bank loans, and is promoting Bar-based financing model.
