Abstract


China’s traditional fiscal fund collection and appropriated way is the collection authority and budget unit set up multiple accounts de-centralized, many disadvantages exist. Must root and branch reform. Treasury centralized paying system is a standard, safe,efficient government expenditure management system.Implementing exchequer’s concentration of accepting and paying system is to establish and perfect the market economy system effective measures. Treasury centralized paying system reform obvious advantages, is of far-reaching significance. But in the reform process of the problems and deficiency also nots allow to ignore.Only promptly formulate corresponding countermeasures calibration,remedy,can maximize the new institutional advantages and promote economic and social harmonious and healthy development.
