Abstract


The Natural Forest Protection Program (NFPP) implemented since1998， one of six maineco-forestry programs， is aimed to facilitate the ecological environment improvement andnature conservation in China.The NFPP was been treated as an outstretch environment to forest enterprise managementand regional sustainable development in this paper. The main issues of follow-upadministration and policies to NFPP were discussed in this paper. The aim of this paper is toprovide the administration and policy frame and guide to state owned forestry sector， mainlythe state forestry enterprises and related regional area for its sustainable development.The research and practical reform activities were summarized based on economics andmanagement theories from the middle of90th of20Century， the shortage of forest resourcesand going down was paid attention by researchers and officers in forestry management fieldand many research had been taken. From the summary， several main issues were discussedfrequently， such as， the importance of NFPP， and the some of practical management issuesin first period of implementation， follow-up industries， forest property right frond to family，family management to forest resource， the mechanism of NFPP management. Nature foresttaking main part of forest resource in China， The understanding and research to deeplyknowing the characteristics， movement， management and policies， the law of state ownedforestry is the key to administration decision and policy making will be most important point infollow-up management and policy making in NFPP.The regional and business development issue related to and management and using ofnature forests was treated as main factor. The relationship of forest regional and forest businessdevelopment with issue nature forests were called as “three forest” that cause all of problemswe have to deal with and and issue discussed that was one of main of interesting research pointemployed in this paper， which made the discussion and situation clearly and simple.The statistics methodology， sustainable development theories used to the developmentsituation in NFPP. Based on the change in related to the main situation of China’s development in10year. Some issues were discovered and discussed in this paper， such as three forest，dual facto of forest business and local regional development， public and private goodsproduction process， finally the conclusions and suggestions were provided in this paper.After the half century development and changes， the main body， objects body， and theforms of management and measures had changed greatly from cutting nature forest as maineconomic income to forest business， regional government， private sector with woods，agriculture， animal husbandry and other manufacture process. The land using form changedforest industry to grow crops and mining and land using right shift from public to collectiveand private. Those change made the management more complicated.Even though the development topic in state owned forest regions based on paper cited andfield research were made the administration， policy issue， practical management，implementation， and other issues may put impact to nature forest protection and using， theform and ways of using nature forest resource was the main cause to all the issues in publicowned forest region. Related interesting person and organizations aiming economic incomefrom nature forest is the key unforgettable.The first period of NFPP had stopped the cutting production of nature forest which is thefirst and important step， but not all. The way to deal with the main problems to public forestmanagement is to divide the main body， objects body， and the forms of management andmeasures.The three forest theory was and studied in this and related reform and measures werediscussed in this paper in which different main body， mechanism， evaluation methods wanmentioned and encluded finally.
