Abstract


Medical security plays a very important role as an important part ofsocial security in the national economic construction and socialdevelopment. With the continuous reform of social medical insurancesystem, medical insurance system has been covered universally and manypeople achieve benefit from it. However, the problem of fairness of socialmedical insurance system has been highlighted especially between urbanand rural medical insurance. Therefore, this paper investigates and analyzesthe equality between urban and rural medical insurance system problems,taking Shanxi province as an example.First of all, this paper explained the meaning of equality, which is thefair from the social security fairness to the medical insurance and finallydraw a conclusion what the equity evaluation standard medical insurancesystem is. The evaluation standards include the fair of financing, pay andusing medical services. Then the situation of our country current medicalinsurance system was introduced. The current medical insurance system inChina mainly divided into the system of medical insurance for urbanworkers, urban resident’s medical insurance system and the new ruralcooperative medical insurance system.Then, the author analyzes the three medical insurance systems inShanxi Province from the ways of the financing and standard, paymentmethod and standard, management organization form, the reimbursementways standard, medical resource allocation and the medical service and soon. From these analyses, the author summarizes that rural medicalinsurance system exists serious unfairness in the urban. The author alsofinds that the unfairness mainly center on the social medical insurancesystem, medical and health resources allocation and the unfair treatment of medical treatment insurance level. This so-called fairness is difficult torealize. There is a distance to realize the universal fair medical insurancesystem.Finally, the author propose strategies to the problems of urban andrural medical insurance in the social medical insurance system, medical andhealth resources allocation and treatment of medical treatment insurancelevel. There are mainly three strategies put forward: firstly, it is from theaspects from the equilibrium of health resources, and the promotion ofdiversified medical pattern and the improvement of basic health servicefairness to realize the safeguard measures urban and rural medicalinsurance system; then, the role of medical institutions in the equity ofmedical treatment insurance need be focused. And the improvement of themedical resource allocation fairness and the medical service fairness andthe management of fund of insurance of primary medical treatment have tobe promoted; finally, in order to realize the fairness of the urban and ruralmedical insurance system and establish a balance urban and rural medicalinsurance system, the author also offers some suggestions to establish agood management system aiming at providing theoretical basis for themedical insurance system.
