Abstract


\wide attention by domestic scholars , many of whom praised the proposal, nor has regularly voice. New \It should be recognized that, for the first time to explain the personal injury compensation in the form of normative documents acknowledged security obligations , highly theoretical sense, but resolve violations of safety and security obligations on the issue of accountability of the added responsibility of system design there many failings . This paper attempts to supplement the civil law liability regime and its security obligations theoretical analysis , seeking to solve security breach accountability obligor way . This paper is divided into three parts, the first part of the analysis shows that added responsibility and so-called civil tort supplementary liability , supplementary liability through civil concept, characteristics and type of analysis , trying to find the true meaning of civil added responsibility . Based on this analysis further supplementary liability tort , trying to find supplementary liability tort and civil liability on the other supplemental incompatible content. The second part of the analysis and demonstration tort liability supplementary part , through a comparative analysis security obligations obligations and tort liability and other related responsibilities supplementary comparisons indicate supplementary liability tort system in which the status of civil liability , while the added responsibility for proper analysis . The third part is added responsibility infringement Ought analysis section , combined with relevant liability regime analysis, pointing out the responsibility of breach of security obligations should not be a form of a supplement on the responsibility, and should be based on the specific circumstances of each jointly and severally liable for the corresponding or other liability forms to solve.
