Abstract


Of this stage are committed to the establishment of a democratic society based on the rule of law, the 16th Party Congress, a lot of the construction of the 17th and improve the rural grass-roots democratic system as the objectives and requirements of building a moderately prosperous society, the political rights of citizens in a relatively high degree of achieved, such as the citizen's right to vote and stand for election, supervise ¨ ¨ ¨. But the fact that a large number of citizens indolent in exercising their political rights due to various reasons, the breadth and depth as well as the enthusiasm to participate in the process of autonomy is not enough, so that greatly reduced the effectiveness of grass-roots democracy and autonomy. Contrary to such indifference and China at this stage of the political activities need the general public to actively participate in the construction of democracy and the rule of law, is not conducive to China to establish a truly democratic society based on the rule of law. In this paper the method of field survey and comparative study, through the analysis on the the S village committee, Diandong WUCUN field investigation and a large number of existing relevant research literature, and by means of SPSS software for data processing take quantitative and related to individual variables analysis and correlation analysis of the importance of political participation, its impact on the villagers, to identify the main obstacles affecting the grassroots autonomy and tentatively proposed to solve this political apathy countermeasures. Divided into six chapters, introduction, Research, political indifference manifestations, causes analysis, the negative impact and suggestions. The main part of the latter four parts. Part in the manifestations of political apathy, I proceed in four stages, were introduced from the four aspects of democratic election, decision-making, supervision and management on the status and performance of S the village committee villagers of indifference, and its overall characteristics summarized , such as the number of passive candidates degree of indifference of the female than male. Cause Analysis section, I proceed from objective external factors and subjective internal factors, respectively, pointed out that the objective and subjective factors influence the villagers political participation. Objective factors, mainly the low level of economic development, traditional thinking, villages, village cadres corruption. Subjective factors are lack of interest-driven force, political efficacy is weak, their own participation in capacity constraints and inertia. The basic requirements of democracy is broad participation, if not full participation, it is impossible to carry out a real democracy. Political apathy of the villagers makes greatly reduced the effectiveness of the system of grass-roots democracy, its negative impact is mainly manifested in: dilute the village cadres and the interaction of the people, leaving a space for the village cadres corruption, slow down the process of villagers' autonomy and the weakening of the democratic system efficacy.
