Abstract

With the deepening of reform and opening up and rapid development of the market economy, our society is now in a profound process of change, emerging new social elements, various social contradictions and problems have become increasingly prominent. Traditional social management mode no longer meet the needs of economic and social development in the new period, building a socialist harmonious society to adapt to new social management mode is particularly important and far-reaching significance. In this new situation, innovative social management concepts, improve social management mode, civic and social organizations into the main body of the social management, play an active role in social management and services, and guide to avoid and overcome the negative impact of the various jointly contribute to the cause of building socialism with Chinese characteristics. This as an opportunity, through all kinds of new social problems processing period of social transition, to make it more suited to the needs of social development, positive and effective social management, to become the new historical period of reform and innovation of social management mode level government faced a new topic. The paper draws on contemporary Chinese and foreign political science, economics, management science, sociology and other disciplines related to the latest theory or research, the use of standard research method of literature research, systematic approach to writing. The papers can be divided into five parts. This is a principle of Marxism with China's national conditions and the combination of social management model with Chinese characteristics, the leadership of the Communist Party of China as the core, the government is led, community organizations and public co-participation in social management. Also from the macro level combed the evolution of social management model for the development of human society since the early days of our founding, since social management mode changes from the micro-level analysis. The third part analyzes the connotation of our the composite social management mode and the step by step process and summarizes the problems which exist in the build. The fourth section summarizes the experience of developed countries, the social management mode, the reference to our complex social management mode. The fifth part of the proposed countermeasures to improve our composite model of social management. Build the contemporary Chinese the composite social management mode of social construction and management of significant papers in the analysis based on the summary of the parties to study the proposed building framework. Construction of our composite model of social management framework should include two major systems: the first system is the core of the management system, that is, under the leadership of the party, to build a new type of the Government management system, new forms of social organization and management system, new public management system. The second system is running security system is a necessary condition to ensure the normal operation of the core system of social management, including five sub-systems: strengthen the government's public service functions, and the effective integration of public service resources, improve the social and public service system; improve the detection of social development, early warning and control capability, operation monitoring system; promote and improve the social construction of urban and rural grass-roots mass self-government organizations, and fully mobilize the enthusiasm, improve the grass-roots social management system; accelerate the establishment of a specialized professional team of social workers, actively coordinating social relations, sound social work running system; vigorously advocate the spirit of volunteerism, a good social morality, and improve the social voluntary service system.
