Abstract


United Nations collective security mechanism is the core of the United Nations system , is the most important international mechanisms for safeguarding world peace and stability , in the design of the system has made great progress over the League of Nations . Through the course of World War II 60 years of practice , the United Nations collective security mechanism irreplaceable positive role to play in dealing with the crises of world peace . After the end of the Cold War , the traditional security threats facing the world still exists, mainly in : local wars and armed conflicts to maintain the high momentum as the core of a new revolution in military affairs , military increasingly competitive world , nuclear proliferation and arms control situation is still grim . These traditional security threats facing the new challenges of the United Nations collective security mechanism : the impact of collective security consensus to limit the use of force , the rules of international law under attack , the United Nations collective security mechanism of the collective force of challenges . In practice to respond to traditional security threats , the decision-making mechanism , the peacekeeping mechanism , disarmament and arms control mechanisms , there are many difficulties, restricting the mechanism role play . United Nations collective security mechanisms the the natural inherent limitations objective external constraints , is the main reason of the many difficulties the United Nations collective security mechanism . To get rid of the plight of the United Nations collective security mechanism from both macro-and micro aspects of reform and innovation of the United Nations collective security decision-making mechanism , the mechanism of peacekeeping and disarmament and arms control mechanisms , so that timely and effective role to play in dealing with international security issues . Thinking on the reform of the United Nations collective security mechanism , can be predicted , reform of the United Nations collective security mechanism will expand the scope of their effects , and improve the operational capabilities of the United Nations collective security mechanism , \Improve the UN 's collective security mechanism , will be the basic premise of its future role .
