Xinjiang has been an inseparable part of China.In the long history, people of allethnic groups in Xinjiang have constructed it together and linked their fate closelywith that of our motherland and guarded the unity of motherland together. It has beenrepeatedly proved by historical experience that social stability is the premise ofnational prosperity and development of our affairs.The CPC pursues the stability and development of Xinjiang standing all alongin the strategic height of safeguarding national unity, putting great stress on theimportance of maintaining the stability of Xinjiang in guaranteeing China’sborderland safeguard, safeguarding China’s sovereignty and territorial unity andconstruction of modernization.Presenting an account of the basis for choosing the theme and significance ofthis research and academic frontiers both at home and abroad, the first part of thepaper discusses the main viewpoints and research methods and defines some keyconceptions in order to make clear the framework and research aims of the subject.Second part, combining the issues encountered by several generations ofcollective leadership of CPC concerning the stability and development of Xinjiang,looks back on the historical process during which CPC has maintained the stability ofXinjiang. Firstly, It guaranteed the institutional basis of maintaining stability inXinjiang by ensuring that people are masters of the state. Secondly, It has beenopposing ethnic separatism with the banner distinct and consolidated the politicalbasis of maintaining stability in Xinjiang.It has established and strengthened thematerial foundation for maintaining stability in Xinjiang through developing theeconomy with great effort. Fourthly, It has built a strong national defense system.Fifthly, it has strengthened solidarity among all ethnic groups to guarantee the socialbasis of maintaining stability in Xinjiang.Finally,it has consolidated the ideologicalbasis of maintaining stability in Xinjiang by taking the priority in struggling in thefield of ideology.Third part is to discusses the main thought and ideas CPC has put forward onmaintaining the stability since the foundation of China.The main thought and ideasinvolves that stability and development is the core of the work in Xinjiang andopening and reform is the necessary way to do so and that establishing andimproving regional autonomy is the institutional basis on which stability ismaintained in Xinjiang and training and selecting minority cadres is a matter ofoverall situation concerned with the social stability. Sticking to the battle against the separatism in ideological field is the top strategy to maintain the stability in Xinjiangand production and construction corps is a significant force to maintain stability inXinjiang.Last part is to make an analysis of and draw a conclusion about valuableexperiences CPC has collected through the work of maintaining stability in Xinjiang.That is to say,we should stick to the idea that stability is a hard task and firstresponsibility and that development is of overriding importance and our primarytask.Secondly, social basis of stability in Xinjiang should be built and maintained byimproving peoples livehood.Thirdly, we should resolutely resist separatists forcespermeating by making use of religion.Finally,we should consolidate the ideal basisof stability in Xinjiang with the modern culture leading and promote and contributeto the common prosperity and communication of all ethnic groups.
