Abstract


With the continuous deepening of reform and opening up, people’s livelihood issues increasingly become the theme of modern China, the focus of the attention of broad masses of the people and the focus of the work of the party and the government.The people’s livelihood mainly refers to the people’s basic survival and living conditions, as well as the people’s basic development opportunities, basic development capacity and the situation of the protection of the basic rights. Livelihood issues, mainly refers to the outstanding contradictions and problems appearing in the field of the livelihood of the people, and also the status that the broad masses of the people’s basic living and development opportunities can not be effectively protected. Construction of people’s livelihood, mainly refers to the thoughts and practice of solving the people’s livelihood issues, which is under the guidance of state and government, the participation of the whole society, paying attention to the people’s livelihood, safeguarding the people’s livelihood and improving the people’s livelihood.The source of the thoughts of construction of people’s livelihood is a traditional Chinese thought of the people the livelihood ideology of Marxism. The construction of people’s livelihood in China has undergone three main stages, that is, the active exploration during the Early Days, experienced setbacks during the Cultural Revolution and the recovery and development since the reform and opening up.With the rapid development of China’s economy, the comprehensive national power of our country is strengthening, international status is also rising, the construction of people’s livelihood in China has made great achievements. At the same time, we still have the livelihood issues, for example, the gap between the rich and the poor continuously increases, unemployed people continues to increase, public education develops slowly, the construction of public health delays, social security system lacks and the development between urban and rural is not balanced. These problems are mainly due to the unbalance in the development of economy, the imperfect of the social system, the lack of the government’s public functions, the weak of social security system and so on.In order to strengthen the construction of people’s livelihood in current China, we should adhere to the scientific outlook on development as the guide and adhere to both do my best and what I can do. We should not only play the main role of the government but also encourage the whole society to participate in, not only solve the outstanding problems but also establish the principles of long-term settlement mechanism. We should strive to solve the people’s livelihood issues, such as their rights to receive education, employment income, a sense of security, medical services and housing. To achieve goals we mentioned, we should take the corresponding countermeasures against the existing problems. We should give priority to the development of education, enlarge the scale of employment, reform the income distribution system, improve the social security system, improve the basic medical care system and strengthen the social management.Speeding up the construction of people’s livelihood, is the request of the essence of socialism with Chinese characteristics, is the request of thoroughly implementing the scientific outlook, is the request of constructing harmonious society, is also the request of constructing the well-off society. Therefore, we must constantly improve the understanding height of the construction of people’s livelihood, with the theory guiding the practice, to solve the current problems of the construction of people’s livelihood in current China.
