Abstract


Since the late1970s, with the development of the New Public Management movement, the social practice of the Public Service is quietly rising in China. Today, the case of local government welfare services of persons with disabilities outsourcing to organizations continue to increase, with diversification of form. Disabled welfare services outsourcing is a beneficial attempt for cooperation between the government and social organizations. As a system, the rationality of disabled welfare services outsourcing both in theory and practice is shown. With the trend of the times, it is an inevitable choice to meet the specific needs of the public. It has already achieved some goals in making up for the deficiencies of the existing disabled service system, meeting the basic needs of life of the people with disabilities, promoting the development of the relevant social organizations.The existing academic studies are more about the macroeconomic theory and policy level, lacking of microscopic test of the theory and empirical research. There is no data to prove that the actual benefits of the disabled welfare services outsourcing. Compared to general public services, the disabled welfare services showed particularity with their physical, mental dysfunction:wide demand for services, heterogeneity; lack of awareness and capacity of the rights; social discrimination and exclusion to persons with disabilities. Thus, in the case of limited finances, how to departure from the needs of persons with disabilities, how to improve the outsourcing system, how to improve the quality and efficiency of the welfare services, is particularly important.Based on case study and the supply and demand "misplacement" perspective, taking the "home care " service project in GuLou District of Nanjing as an example, this article mainly discusses the particular "misplaced" phenomenon. The study shows that the supply and demand "misplaced" condition can be divided into four patterns:demanding with no service; demanding with insufficient service; serving but no willingness; serving but superimposed.To such supply and demand "dislocation" phenomenon, this article takes a " ternary main"(outsourcing entrusted party, the undertaker side, the consumer side) analytical framework to explore. As a result, the current government outsources disabled welfare services did not really in an standardized way. To be a start, as the outsourcing entrusted party, the government’s relevant is unsound. In addition, start as the late was, organizations undertaking outsourcing are adequate in the level of professionalism. Last but not least, the disabled consumers are weak in rights’ consciousness and capacity. The limitations of these three aspects, as well as the particularity of disabled welfare services, the excellence of outsourcing system has not been fully reflected. It needs a series of conditions to meet the system design as a precondition. The policy implications of the study is, to this special group of people, when outsource disabled welfare services, fully attention to the distinct needs of the disabled must be taken, so that we can serve them better.
