Abstract


With the review on the articles of Residents’Committees, we take the relations between Street Office and Residents’Committee as the key to understand grassroots politics. There is a change in our paradigm of relations between SO&RC, we have taken the view of contractual relations to our relations between SO&RC study. In the contractual relations between SO&RC, RC is weak but equipped with the weapon. To resist with SO, RC takes the opportunistic actions which are the side-effect of the administrative involvement by SO. And this is the exact logic of politics in urban grassroots community.After the review on the research of political contractual relations between levels of governments and theory of Transaction Cost Economics, the essay has raised the theoretical frame to analyze political contractual relations between SO&RC. In this frame, first, as the appropriative assets of governmental activities, public power has been chased by SO&RC which induces the motivations of opportunistic actions in the political contractual relations; Second, RC can obtain some discretion from the multi-task principal-agent relation which creates the space for opportunistic actions. And then, through the case study on Xiangshan NO.1RC, we found that the motivation of opportunistic actions by RC was to share the appropriable quasi-rent of community public power which is the identification of community public power. We believe this would be the signal of the change of grassroots politics.
