Abstract

As oil, natural gas and coal is a nonrenewable energy, is also a very important strategicmaterial, so when the energy shortage, is likely to allow countries to obtain energy from thecurrent competition, further evolved into the international conflict. The state as the mainactors in the international system, facing the shortage of energy and sustainable developmentdemand, driven by national interest, is very active use of political, military and economicmeans in the energy area, international social instability factors. In foreign countries onenergy policy, will try to protect national interests in energy security and the energycompany’s foreign economic interests, and take relevant international action, so the energy isnot only a kind of commodity or economic crop, is the effect of pushing power andgeopolitics. At present the industrial powers in the early Cold War period, to have mininguntapped energy for or control, attempted monopoly in the growing shortage of disposableenergy environment, maintain national strength continued to grow.China’s energy demand has risen rapidly since1990, and since1993from oil exporters toimporters. In2009, about7000000barrels of oil in our daily consumption, the dependence onforeign oil has been as high as47%. Because the domestic demand for energy continued toexpand, make our country gradually foreign energy dependence on imports, so we have toface the potential risk existing in energy supply in china. Compared with western countries,our country only more than20days stock, to cope with rising oil prices on the impact ofrelevant industries. So, before the strategic petroleum reserve in China, is bound to increaseenergy diplomacy operation. If the international cooperation and dialogue mechanism has notbuild effective, the future in the international energy market, competition pressure expansionis bound to increase the chances of Sino-US friction. But our country for overseas energysteps than Western came late, must be in the process of competition and dictatorship to dealwith, let our country’s energy diplomacy by the concerns of the international community. Onthe other hand, because of our country belongs to the emerging economic power, in order tomaintain a stable supply of energy but also a great work with purchasing to the rest of theworld’s oil producing countries, gradually let China to form a stable environment, thusaffecting the regional geopolitical. China’s stand on one’s own and in three adjacent foreignpolicy, energy development in the surrounding areas of holding "putting aside disputes,common development" attitude, trying to reduce their suspicions and resolve possible conflicts. In addition, in China as in the past against the United States of America’sunilateralism, committed to the formation of American unilateralism against a force in theUnited States on the energy sector, attempts to break the monopoly.Because the energy diplomacy is a long-term, continuing diplomatic relationship, alsooften involve political, economic and military issues complex, people often can not see thenature of the incident. So this study will be extensive collection of Chinese and the westernworld, related energy data since the80’s, as the correlation between economic growth andenergy consumption. In addition will also discuss since ninety time, Chinese government andits energy industry for domestic energy development in low productivity, technology and costfactors, the formation of push and pull, cause the origin and process of the establishment ofdiplomatic and energy associated with the economic and trade relationship in overseas in thefuture. The importance of energy in international affairs unceasing promotion, the reason isthat it supports the modern industrial operation, provide transportation, supply of agriculturalgrowth and maintain global transport action of human daily intercourse etc.. If the lack ofadequate energy supply, there will be industrial production fell sharply, the rising cost ofliving, agricultural production and the global economic recession and stagnation phenomenon,blow in developed countries and emerging economies, survival and development. Factorsabout energy prices toward, is energy exporter status, international economic andnon-economic factors (such as war, climate and market expectations.). So in the survival anddevelopment of the appeal, countries will do all it can to ensure the country’s energy issufficient, and the expansion of overseas affairs authority. The limited energy is no longer asimple commodity, but a kind of important strategic resources, related to the acquisition,production and transportation issues become a part of government, is an important part of thenon-traditional security. In order to stabilize the development of political, social and economic,to maintain the number of energy supply and reasonable price, avoid economic stagnation anddamage energy sudden shortages or price fluctuations on the country, became the basicdefinition of the pursuit of "energy security".The purpose of this study is try to find, China as a regional great powers rise at thebeginning of this century, the relationship between the trend of domestic economic securityand energy policy. This paper will be from the perspective of "energy security" point of view,in order to find out the structural problems and difficulties in the political, economic andsocial aspects of our country from. The sovereign countries, energy(oil, natural gas and coal) as the power source of the important strategic and economic development. In order to meetdomestic energy demand in China, are derived from foreign imports of"energy diplomacy" ismore important. Especially, in a globalized world, how to ensure the economic security of ourcountry is not interrupted, has become a key factor in international relations.The author triesto direction starting from the overall economic point of view, the relationship betweeneconomic growth and consumption of oil and gas resources in the background at high speedon the economic development of our country.The first chapter of this paper will focus on the current our country’s energy securitystrategy, this chapter from the formation of energy security strategy of China and theestablishment of China’s two aspects countermeasures diversified energy imports wereanalyzed, to describe in detail the formation, energy security strategy of China’sdevelopment,connotation.The author will focus on the analysis of the domestic and international factors of energysecurity strategy of our country,through the analysis of the international and domesticenvironment, measure of energy security strategy of China formed the developmentenvironment, development to serve as a warning to China s energy security strategy in orderto.The third chapter will analysis the existing problems of China’s energy security strategy,including the present situation of energy security strategy of China’s energy security strategyin China which is accord with our country national condition, also will tell the story ofChina’s energy security strategy, the author will analyze from different aspects, in order toimprove the.The last chapter, based on the previous three chapters, the author will build on energysecurity strategy of our country puts forward some opinions and suggestions, is also thepurpose of the paper, in order to put forward the feasibility of developing program for China’senergy security strategy.
