Abstract


In China, farmers organized as a society has emerged in the late Qing Dynasty. After the evolution of the past century, farmers gradually develop into a group of farmers which tend to maintain and promote the interests of self-organization. Farmers period of Chinese history can be divided into five stages of development:Late Qing Dynasty farmers to promote agricultural development will; National Revolution has the nature of the revolutionary regime Farmers; From the National Government complement the agricultural regime and the revolutionary base areas under the leadership of the CPC as a "quasi-government" executive organ of the Farmers; Early implementation of land reform policies of the Farmers;"Cultural Revolution" as a tool of the poor peasant class struggle Association.After reform and opening up, with the deepening of economic and political reform, the interests of an increasing diverse social groups, social class has gradually differentiation.In this process, various social groups gradually formed interest groups, and has established the organization on behalf of the interests of their group, while China alone accounting for70%of the population groups of farmers did not build their own organizations---Farmers. As the power of the large number of dispersed farmers, farmers groups, other interest groups often become the object of abuse, all kinds of things that often happen against the farmers. In this case, the reconstruction of Farmers is particularly important and urgent.Overall, the reconstruction will contribute to the maintenance of agricultural interests of farmer groups, maintaining social stability; Help enhance the level of political participation of farmer groups to speed up the democratization process in China; help the party and government to strengthen social management, reduce administrative costs, to overcome the crisis of legitimacy; Conducive to promoting agricultural development, improve the life of the peasants to lay the foundation for building a socialist harmonious society; contribute to China’s agriculture to better cope with the international agricultural market.Farmers in the reconstruction process, we can draw on a wide range of major countries and regions in the world, will develop the successful experience of farmers, and in accordance with national conditions and make appropriate adjustments. Farmers from the development of ancient and modern history, we can see that the reconstruction will not optional display of agricultural, farmers can also run the Farmers Association, and will not cause social unrest. Farmers from the reconstruction of the actual condition point of view, there will be legal basis for agricultural reconstruction; the success of the world to draw on the experience of Farmers; Other non-governmental organizations have the operation and management experience; a basis to begin with farmer organizations, and farmers have a strong desire to rebuild Farmers. Farmers in the reconstruction process, we can focus the light of the various practices of the Taiwan Farmers phased, step by step manner. Farmers not only to re-formulate "Farmers Act," developed "agricultural constitution", but also of the Farmers of the nature, purpose, function, and various personnel systems and organizations to develop a scientific description and arrangement. In addition, farmers will have to correctly handle the village with the party and government and the various relationships.
