Abstract


Since the 1990s, with the further deepening of economic globalization, the rapid development of modern communication technology, digitization and standardization of information and knowledge, more and more companies will be non-core services outsourcing to external companies to perform in order to reduce production costs, improve service quality, optimize the industrial structure, and focus on core competencies purpose. Modern service outsourcing industry on a global scale to flourish. This paper describes the international perspective within the state of development of the service outsourcing industry. Analysis of the characteristics and development trends of the global service outsourcing industry development can be seen, the extensive development of service outsourcing industry worldwide, the transactions have been expanding the scope of business continued to expand, to participate in group have continued to increase. According to UNCTAD and the World Service Outsourcing Association predicted that the global service outsourcing market will be an annual increase rate of 30% -40%, to $ 1.2 trillion by 2007. The United States, Japan, EU countries, global service outsourcing industry contracting. India, China, Mexico, Brazil, the rise in the developing countries is becoming a major undertaking service outsourcing industry. Which India is the largest service outsourcing industry to undertake country. Then the paper systematically expounded China's service outsourcing industry development and the use of the theoretical analysis of the global value chain positioning in the value chain in the global outsourcing industry of China's service outsourcing industry. Analysis of the advantages and disadvantages of China's service outsourcing industry development of service outsourcing industry newcomer countries, with the development of service outsourcing advantages, such as rich but cheap labor resources, and have high-quality primary talent. The same time, the development of China's service outsourcing industry there are many weaknesses and shortcomings, such as lack of professional service outsourcing talent and service outsourcing policy lag. Use of the theory of global value chain analysis, we can see that China's service outsourcing industry in by the dominant position in the global division of labor, mainly at the end of the global value chain, mainly to undertake low technical content, the added value of small ITO business. Compared to undertake service outsourcing in India and other big countries, there is a big gap. Difficult to develop the European and American markets due to the increasingly competitive global service outsourcing industry, China's service outsourcing industry, the development of China's service outsourcing industry is facing huge challenges. But also to see and to participate in the global value chain, to provide a convenient channel for China's service outsourcing upgrading of the industrial structure, enhance the international competitiveness of China's service outsourcing industry. Especially in the context of a new round of global industrial transfer, China's service outsourcing industry has ushered in a rare historic opportunity. Finally mentioned structural upgrading of China's service outsourcing industry to promote and enhance the international competitiveness of China's service outsourcing industry, requires the joint efforts of the government and enterprises. Government level, through the formulation and execution of the corresponding law, the implementation of a variety of preferential policies, funding support and other measures to provide a good foundation and institutional environment for the development of China's service outsourcing industry; enterprise level, first through reasonable business select measures to form a specialized division of labor, industry cluster strategy, good business at the end of the service outsourcing industry value chain. The same time, through technological innovation, build brands and actively undertake outsourcing business from the high-end of the value chain, the final completion of the remodeling and upgrading of China's service outsourcing industry value chain.
