Abstract


Compulsory education is the base part of the national education in Pyramid generous, solid foundation of the entire education system will be strong, sustained and healthy development of project of education be, thus promoting the balanced development of compulsory education is undoubtedly an extraordinary significance. However, both the actual operation level, or theoretical research, there are still a lot of problems urgently to be solved one by one along in front of the decision makers and researchers; because of this, the balanced development of compulsory education has become the focus of the topic, the hot topic in our society and education, attract a large number of academic elites are extensively studied and Discussion on related topics. In this paper, for the right moment, but not as often as the research will focus on the balanced development of itself in the compulsory education, but another way to find out "of Provincial Compulsory Education Financial Equilibrium" such a theme of this paper from numerous problems.In this paper, the balanced development of compulsory education, public finance and equity of educational finance theory as the instruction, in the central province of Hunan Province as a case, through theoretical analysis, historical review, the empirical test, found a balanced policy of Provincial Compulsory Education Finance from the point of view of theory is necessary and feasible, and have relatively mature, including the reality the basis of two aspects of policy idea of compulsory education and improving school system. The author believes that fiscal imbalance is one of the key factors of the balanced development of compulsory education, compulsory education is in reality can not break through the non balanced development problem, it is because of financial constraints and principle of concrete not found; financial obligation education should be the one based allocation plan is not found, the practice of the development of compulsory education planning should not be the county, also not the central, and should be the province, but also is the key to the fiscal co-ordination.In order to clear exposition of claim of this paper, based on the case of compulsory education finance non basic systematic and scientific analysis of equilibrium status, reveals the province below the compulsory education financial transfer payment and responsibility below the provincial tax system and other aspects of factors affects the equilibrium compulsory education finance, so as to find the the crux of the problem, clarify the deep-seated reasons. The suggestions in this paper is the implementation of Provincial Compulsory Education Financial Equilibrium Strategy, create favorable conditions for the implementation of the compulsory education finance at the provincial level, fiscal responsibility for compulsory education to further optimize the province following at all levels of government, financial ability to constantly enrich the province at all levels of government,the establishment of provincial fiscal equalization in long-term mechanism.
