Abstract


At present, our country has universal access to free compulsory education between urban and rural areas, but in our country between regions, between urban and rural areas, the school running level and education quality are obviously different.The compulsory education balance problems are prominent, and promoting the compulsory education balanced development is urgently needed. Teachers welfare is about happiness and interests. Teachers’ welfare directly influence teachers’ team construction, and then affect compulsory education balanced development in our country. To promote the balanced compulsory education is impossible without teachers’ welfare reform and development.From the perspective of teacher welfare in the rural compulsory education stage, by defining the concept of teacher’s welfare, The welfare is mainly refers to the concept of levels in order to improve teachers’ quality of life and work, maintain the physical and mental health of teachers, improve teachers’ personal development and a series of welfare measures, these welfare measures involved in the content of the main content of social security, national public welfare, and have the characteristics of teachers’ professional career, benefits, etc. To ensure the teachers’ welfare general connotation and denotation be included, The teacher welfare system based on this study, on the basis of China’s social welfare system, and combining the professional characteristics of teachers, Our country compulsory education stage teacher welfare system mainly includes the social welfare system and welfare system. Social welfare system contains social security, public welfare, specialization, professionalization of social work system, and diversified four specialized social service network. Professional welfare system contains national statutory welfare benefits and school welfare benefits. Teachers wages and welfare are closely related. Teachers wages include welfare content, teachers’ salaries and welfare together constitute the teacher the total labor compensation. At present, the level of rural compulsory education teachers’ welfare is low. Such as lower level of welfare in rural teachers’ housing security, fewer subsidies and allowances, year-end bonus, wage income level is relatively low, bigger work pressure, limited professional development, less entertainment and traveling, less learning opportunities, and bigger family economic pressure. In order to improve the welfare of the rural teachers, we should perfect the teacher welfare system of the rural compulsory education stage, safeguard the rural compulsory education teachers’ welfare payments and cash,Strengthen rural compulsory education teachers housing welfare system, improve the rural compulsory education teachers’ participation of housing accumulation fund capture putting scale，strengthen the construction of affordable housing and Zhou Zhuanfang, Increase public spending for rural compulsory education teachers, improve the rural compulsory education teachers’ working environment and living environment,Coordinate relationship between rural compulsory education teachers’salary and benefits, and raise the standard of teachers’ welfare.
