Abstract


"kindergarten enrollment difficulty" appeared in recent years in our country is a major issue in preschool education, which aroused a greater impact on social problems. Since the tendency of preschool education marketization long time ago, the development of preschool education deviate from common benefit, public welfare and educational,"kindergarten enrollment difficulty" affect the fare of education. This paper takes Dongguan city’s development of preschool education as an example, in the full investigation of Dongguan administrative departments of education, some kindergartens in Dongguan, finance bureau of Dongguan, and research how the government solve the problem of " kindergarten enrollment difficulty", Our research is from the policy supply, financial supply, the kindergarten resources supply, kindergarten education supervision and management, the teaching staff and kindergarden management, to make a detailed description of the development of preschool education in Dongguan City. We conclud the practical reason of" kindergarten enrollment difficulty" in Dongguan reason:public kindergarten too less, preschool education resource drived by the market excessively; a serious shortage of financial input,and the input bias to the public kindergarten; the lack of detailed policy guidance and guarantee measures; lack of specialization supervision and management; the quality of the kindergarten teachers is poor. On the basis of this, the author tries to suggest that the local government solve the "kindergarten enrollment difficulty", should allocate the preschool education resources rationally, gradually increase public preschool education resources, increase the proportion of financial supply, enforce the preschool education supervision, strengthen the training of the teachers. Adhere to these implement, the local government can alleviate "kindergarten enrollment difficulty" effectively.
