The world competition depends on the competition of national quality, talent and education. With higher education popularizing, cultivating high-level and high-quality talents has been given priority to in the national development strategies of many countries. As the scale of postgraduate enrollment is expanded year by year, our country began to launch "the scheme of postgraduate cultivation in ethnic minority" from2006in order to develop high-level cadres and talents of ethnic minorities. With the postgraduate enrollment expanding and the cultivating quality declining, how will the launching "graduate cultivation scheme of ethnic minority cadre" go on and what will its quality be? The more the "scheme" is being implemented, the more attention has been paid to the quality of ethnic minority cadres.After analyzing the questionnaire survey of postgraduate cadres at campus or out of campus and the interviews of some lecturers, professors and administrators, problems which influence the quality of postgraduate cadre cultivation turn out. These problems include the lack of cultivation specifications, homogeneity of curriculum teaching, lax management and so on. Based on these main factors and statistical analysis, some suggestions and strategies of cultivating postgraduate cadres are put forward.This article can be divided into four parts. The first part is introduction, mainly illustrating the background, significance and existent problems of postgraduate cadre cultivation. The cadres’ cultivation plays an important part in the postgraduate education, so the quality of postgraduate cadre cultivation is a matter of the quality of national higher education and a key factor of national balanced development, but, in fact, the cultivating quality cannot be guaranteed. The second part puts forward the theoretical basis for the research of postgraduate cadre cultivation, discussing the value of postgraduate cadre cultivation. The entireness, comprehensiveness and full participation in the process of high-quality production, advocated by the theory of total quality management, have good pertinence to the process of cultivating postgraduate cadre. The value of postgraduate cadre cultivation is mainly revealed from the social value and individual development value. The third part investigates and analyzes the present situation of postgraduate cadre cultivation. The factors influencing postgraduate cadre cultivation include the lack of cultivation specifications, homogeneity of curriculum teaching, lax management and so on. The fourth part puts forward some suggestions and strategies for cultivating postgraduate cadre, i.e. making the specification of teaching material, establishing the standard of cultivating evaluation and putting forward implementing strategies.
