Abstract


Since the topic “A teacher should strengthen himself firstly, while a trainer must set agood example with his own conduct” is discussed more and more frequently, teachers’training has been brought to the point where there is no way to ignore any longer. Teachers’training, as the main way for teacher on-site professional development, is shouldering thesignificant and historic mission in propelling the new curriculum reform and realizing thequality education comprehensively. A teacher’s learning is never completed by achieving thepre-occupational education only, but to become the education that integrates pre-service andpost-service training to be more systematic, scientific and professional.Distance training, with the characteristics of “participation of entire staff,development-oriented curriculum design, flexible way of learning, intelligent training, andservice for teachers”, has been successfully carried out for five consecutive years by Hebeiprovince for all teacher members in primary and secondary schools which has break throughthe stereo-type of the traditional centralized teachers’ training that emphasizes theories anddiminishes practical education. This form of education is taking the advantages of network tothe maximum extent, aiming at providing effective training for the teachers by adoptingvarious forms: learner-centered strategies, achieving expert instruction via video, discussingand submitting jobs online as well as peer-exchange learning and evaluation. Undoubtedly,distance education is of great help to promote the teachers’ professional developmenteffectively; while it is a kind of brand new teachers’ educational training mode and is stillwithin research procedure, there is not sufficient theory about it. Moreover, the important roleof the training mode has not been explored adequately either; thus an analysis and research onthe entire staff-oriented distance education implemented in the primary and secondary schoolsin Hebei province is exactly significant to the teachers’ training under the new curriculumreform.This thesis probes into the situations of the distance education implemented in theprimary and secondary schools in Hebei province including its structures, characteristics aswell as the exiting problems by means of questionnaire survey and text analysis. Besides, inorder to ensure the implementation of the distance education in the primary and secondary schools to achieve good quality and effect, to promote teachers’ professional development andthe elementary educational reform and optimization; relevant measures and proposals arefinally presented in this thesis from several aspects such as improving the curriculum,strengthening interactive learning, and establishing a long term on going support etc.
