China is a developing agricultural country, about70%of the total population andthe number of students in school are in the countryside, this situation pushed ruraleducation, especially the rural vocational education to the frontier history. RuralSecondary Vocational Education is an important safeguard in promoting thecomprehensive development of China’s rural society and building a socialist newcountryside. While as an important means of improving worker’s skills and thequality of workers, rural secondary vocational education plays an important role inpromoting economic development and urbanization process, realizing re-employmentand the optimization and upgrade of human resources, etc. Currently, the "ThreeRural" issue has always been the fundamental problem of China’s economic andmodernization.In the past, rural secondary vocational education has made an indeliblecontribution to our sustainable development of agriculture, however, in recent years,recruitment difficulties and operational disruption, and many other practical problemsoccurs, which has attracted wide attention from experts and scholars, and theiropinions and views. Measures have been put forward for the Institute broadlysummarized as follows: to establish practice facility, a regional combination ofteaching, reform the traditional teaching mode, these discussions are mostly on thestudy of a particular issue in affecting the development of rural secondary vocationaleducation,there’s not many systematic exposition.In this paper, case in rural secondary vocational education of Mudanjiang City inHeilongjiang Province, research and explores the overall condition of rural vocationaleducation reform and development of the city. On the basis of the in-depthinvestigation of the present situation of rural secondary vocational education, theauthor point out the main problems and inadequacies of the current rural secondaryvocational education in the city. These problems and deficiencies prominentlymanifested in: enrollment decline, difficult in enrollment of rural secondaryvocational school; funding shortage, poor school conditions, teaching quality is not high; structural layout is unreasonable, unbalanced regional development; theprofessional structure and the arrangement of courses are not suit to the needs of ruraleconomic development in the new period; Training target position is not reasonable,obsolete teaching content, teaching form is single, practical teaching links fromagricultural production, for the rural service capability is not strong; the ruralvocational education mechanism is not flexible, facing the social strength is not big,teaching efficiency is not high, education activity is not strong. This article obtainsfrom the above phenomenon, combine the main problems and present situation ofrural secondary vocational education of mudanjiang city, according to the industrialstructure adjustment, the demand for talent of market economy and rural economicdevelopment, using relevant concept definition and basic theory, the survey method,experience method, literature retrieval method and other methods of empiricalanalysis, by summarizing the historical experience and lessons of the development ofrural secondary vocational education abroad, analyzes the social causes and internalreasons in hindering the development of rural secondary vocational education, Andfurther improve the understanding of the importance and urgency of the ruralsecondary vocational education, to adjust measures to local conditions, partition, therational allocation of vocational education resources development and optimization ofthe layout structure, the construction of the professional, established with pertinenceand adaptability of teaching target system, change single teaching model, reformcurriculum pattern, flexible teaching management mode, strengthening the vocationalguidance, strengthening the construction of "double type" vocational teaching staff,strengthening the construction of practice base, strengthening the service for the rural,vigorously carry out various training and strengthening the vocational guidance etc.Put forward the further reform and development measures and countermeasures ofrural secondary vocational education.
