Abstract


Teenagers are the foundation strength of the motherland future development, the physical health problems of teenagers have a very effect on the national physical quality in the future, and the physical condition of teens is a very important part in the national fitness and the long-term development of the country so that it cannot be neglected. In recent years, however, the physical fitness test report indicates that teenagers physical indicators is on the decline, physique level reduces for years, caused by experts and scholars concern about adolescent health and national future. Launched in2012of the state sport general administration youth sports center pilot construction, designed to better for young people to participate in sports fitness activities to create conditions, to strengthen the construction of youth sports public service system.In this paper, the methods of literature review and field survey, combing inductive foreign literature represented by Japan, Germany and Britain, etc, to study the youth sports and typical youth sports center development present situation and management methods; Domestic criterion with relatively mature operating in the pilot project of several youth sports center of Fujian province as a representative research present situation, found in the stage of development organization set up a single structure, and is not reasonable, the imperfection of the rules and regulations, sovereign nature localization unclear function allocation is not reasonable, strong dependence on the government thought the lack of active flexible management experience, hematopoietic capacity problems such as lack of itself. Youth sports proposed combined government and social management is the development trend of modern sports, to give full play to the government leading role in macroeconomic regulation and control, coordination and supervision, and encourage social organizations to actively participate in micro level of management, division of labor cooperation jointly promote the development of the youth sports center. Through mining the characteristics of youth sports development both at home and abroad and the successful experience of operation and explore the youth sports center preliminary development of our country existing problems, and from the aspects of project organization setup, mobilize social resources to participate in the management and development of intangible assets has put forward the countermeasures and Suggestions to solve the problem, also provide practical reference for nationwide popularization and theoretical basis.
