Abstract


Constantly to meet the people’s growing material and cultural needs, is our country government in the future in a long time.Economic development brings the people demand not only in the past the subsistence level, spirit culture pursued by more and more, especially in sports and fitness entertainment, both have the effect of the exercise, also bring the additional effects of entertainment and communication. In view of the current our country government in the process of sports public services supply is insufficient, regional imbalance of supply and supply results in the lack of supervision, social management and development problems, put forward multi-party participation, government regulation, from suppliers of monopoly to diversity; From the supply of basic content to the content of diversification, hierarchical; From top-down decision making to the constitution of the people oriented system. Let the social capital into the sports public services, efforts to achieve operation mode diversification, flexible in form, content of utility maximization goals.According to the principle of political economy, the government in market positioning and role in the process of economic activities, through the China web search, find out the current our country government in the field of public service areas, urban and rural development present situation, combining the practice of foreign development experience, applied to the perfection of sports public service system in China. Through empirical investigation, summarizes our country non-profit organization present situation of sports public services supply, according to the characteristics of the regional, urban and rural, to find a suitable for non-profit organizations in the field of sports public service development. This article innovation lies in according to the different situation, and puts forward the nonprofit organization and a variety of method of cooperation of government, enterprises, and close to the people, also easy to management, and strong practicability.This article core main body is divided into five parts, part1introduces the public service and the basic concept of non-profit organization, focusing on the connotation of the non-profit organization configuration definition, classification, characteristics, function and role of non-profit organizations in general overview. Part2of this paper from the legal, political, and economic development level is introduced the necessity of sports public service delivery. Despite the above, from the theoretical level need to increase investment and management, the third part explains why the government need to take more sports public service implementation to the necessity and urgency in the specific work. Part4of the non-profit organizations abroad developed countries development level, scale, and the perfect degree of the laws and regulations, the organization itself and the relationship between local government and other groups is introduced, and on the basis of advanced experience in the scale and level, operation conditions and main problems of the several aspects to carry on the analysis. Part5analyzes the non-profit organizations to provide public services objective necessity and the realistic possibility.
