Abstract


With China ’s rapid economic development, the state-owned assets, the type andnumber of high-speed growth, the government-related services also will grow, so thenumber of various economic activities have become a huge up between governmentdepartments at all levels of economic activity through become eGovernmentindispensable part. Government departments (including subordinate units) theimplementation of the financial budget and final accounts and other financial revenueand expenditure, as well as supervision of financial approval; on the region, thedepartment or the unit’s revenue and expenditure, financial income and expenses andrelated economic activities should bear the economic obligation is, for approval andsupervision activities must be able to have a scientific and efficient system of financialapproval for the government sector financial management of e-government systems.Currently Chengdu Jinjiang Finance Bureau has not established a professionalfinancial approval system, the current relevant financial applications, financialapproval, and related operations such as financial statements and report also relies onhuman hand with paper documents the way, but did not use more efficient andeconomical way of electronic office.Chengdu Jinjiang District Finance Bureau financial approval system established tohelp promote the Chengdu Jinjiang public financial management, improve capitalefficiency and administrative organs of logistical efficiency, and can regulate thefinancial application and approval process, standardize the examination and approval ofthe expenditures must be strictly fulfilled procedures. Establishment of the systemshould be able to regulate the financial reimbursement procedures in place, there arelegitimate original documents for easy access and archiving, but also to produce timelyand accurate financial statements, financial analysis, administrative support units anddecision support.This topic using object-oriented analysis techniques to analyze the needs of thesystem, and using unified modeling language to describe system requirements; usingobject-oriented design techniques for system requirements for the design, and the use ofUnified Modeling Language design of the system is described. Implementation phaseof this project in the system using C#language, using ASP.NET MVC3Framework for the system design is based on object-oriented programming. Framework is based onusing the ADO.NET Entity Framework4.0Operating SQL SERVER2005database.System uses a hierarchical structure will be divided into system-level interface layer,service layer, business logic, data access layer, the interface layer invokes the servicethrough the service bus layer, service layer through an interface called business logiclayer, business layer calls the data access layer, data access layer through the EntityFramework calling SQL SERVER. In this issue of object-oriented programminginterface-based programming, full use of the Dependency Inversion Principle, thesystem uses IOC thinking adoption of SOA deployment mode.
