Abstract


“Service industry ‘second five-year ‘plan" put forward that speed up thedevelopment of the service is the major task of promoting economic restructuring,optimizing the industrial structure upgrading. With the rapid development ofeconomic, the development of service industry is increasingly becoming a dominantforce in upgrading the industrial structure."Eleventh Five-Year" period, China’sservice industry achieved rapid development, the development of the servicepromoted changes in the optimization and upgrading of industrial structure,supporting and stimulating role in economic and social development is increasinglyprominent.What is the status service industry in Hebei Province, the role to promote theindustrial structure is obviously whether or not, that is the key issue for theresearching the development of service industry in our province. Therefore, thisarticle begin with the basic theory of the service and industrial structure, analyzing therole of service in promoting the industrial structure in our province, which hasimportant implications for the province ’s economic structure adjustment andimprovement of economic development. This paper studies the following aspects ofthe effects of industrial structure upgrading the service:(1) The paper begin with the basic theory of services, basic theory of industrialstructure and services and industrial structure relations theory, focuses on the role ofthe services sector to promote the upgrading of industrial structure, laying thetheoretical foundation for the follow-up empirical research. Explores the meaning ofthe service industry and modern service industry, clearly defines the scope of servicesand modern service industries, and provides the basis for the follow-up solution to themodern service industry to promote the upgrading of industrial structure.(2)Using the entropy method to evaluate the competitiveness of the serviceindustry of cities across the country, calculate the competitiveness rankings and theranking in the scale competitiveness, structure competitiveness and potentialcompetitiveness of the provinces. Analyzing the level of competitiveness of theservice industry in Hebei Province compared to a high level of service developmentprovinces, finding out the sensitive factors on affecting the comprehensivedevelopment of services in Hebei.(3) Using combination of static share analysis and dynamic share analysis, referring to the national average as a reference area, using qualitative analyticalmethods and quantitative analytical methods for2006-2012in Hebei value to analyzevalue-added structure, employment structure and investment structures of service, inorder to find out the problems in value-added structure, employment structure andinvestment structure. Comparatively analyze the development of traditional serviceindustries, modern services and emerging service industries.(4) Based on the above research and empirical analysis, conclude the promotingrelationship between development of service and industrial upgrading inHebei,according to the development status and stage of service industry in HebeiProvince, putting forward suggestion and proposing concrete solutions to speeding upthe development of modern service industry to promote the upgrading of industrystructure in Hebei Province.
