In recent years, the steel industry is influenced by a number of unfavorable factors, such as excess capacity, declining demand, market high pressures, funding constraints and rising raw material prices, which brought the increasingly fierce competition among the major steel companies. Angang Co., Ltd has a glorious background and suffered operating performance of "Waterloo" in recent years, the market share declined and even faced losses. Therefore, we use the scientific evaluation tools to evaluate the operating performance of the Angang Co., Ltd, aiming to identify problems, find out the inadequacies in the performance management for managers play in business strategy to adjust their own business evidence-based, documented the role of critical importance to the healthy and sustainable development of the enterprises.This project is to proceed from the development of domestic and foreign enterprises performance evaluation theory, on the basis of the analysis of traditional enterprise performance evaluation.Using the obvious advantages method of DEA-Data Envelopment Analysis, dealing with multi-input and multi-output issues applies to performance evaluation of Angang Co., Ltd,and establish performance evaluation index system of Angang Co., Ltd. in accordance with the specific requirements of enterprise Performance Evaluation Index System and Angang Co., Ltd actual situation to find out in all aspects of the operation and management problem by empirical research. The paper use the method of comparative analysis and comprehensive analysis, and pointed out the inefficient use of resources, the weak capability of independent innovation, the irrational mode of development and the structure, excessive investment, high cost and low operating efficiency. Finally, according to the DEA evaluation results, putting forward the proposal to enhance the level of operating performance of Angang Co., Ltd..Meanwhile, the paper further elaborates the feasibility and scientific of steel enterprises operating performance system and DEA evaluation method in the evaluation of the operating performance of the steel companies. It is a very positive attempt for further application of the DEA enterprise performance evaluation method and gives a full scope to resource allocation efficiency evaluation, economic evaluation as well as the relative efficiency evaluation.
