Abstract


China policy financial system includes the China Deveopment Bank, theExport-Import Bank of China and the Agricultural Development Bank of China, andthey had been set up in succession. With the development of economic systemreform progressively, the policy financial system is built in the process of adaptationto the socialist market economic system and being beneficial to rapid and sounddevelopment of the national economy. The establishment of policy banks marks thatChina’s policy finance developed to a new historical stage; it is the result ofcontinuous evolvement, the development and the innovation of the policy finance.Efficiency study is one of the core problems in enterprise management, and so itis for the policy banks. In the banking sector, the efficiency study focus on the areasof commercial banks, while it is scarce for policy banks. With the policy banks arebecoming more and more important in the financial sector for a country and themanagement principle of the policy banks are also increasingly update, how toimprove the management efficiency of policy banks will cause people more andmore attention, it also relates to the policy banks development, the financialenvironmental stability and the national economic development in the future.This paper summarizes the present situation of policy banks management andanalyzes the main problems of policy banks. Based on the selection of theappropriate input and output indicators, using DEA method to measure technicalefficiency, pure technical efficiency and scale efficiency of policy banks from thestatic respects; and the input redundancy rate and the output insufficient rate areanalyzed in combination with the related calculation result; And then the Malmquistindex of policy banks is measured from the dynamic respects to obtain the trendchanges situation in in recent years. On this basis, through the comparative analysis of there policy banks operating efficiency situation, it is found that the operatingefficiency of policy banks is still low and the management is poor in China, althoughsome reform measures taken in recent years and even made some progress. As forthese problems, the paper puts forward a series of countermeasures to improve themanagement efficiency of the policy banks.
