Nowadays, Enterprise Informationization Construction has upgraded the status fromtactical position to strategic position. As the requirement of the Business Strategy, Manyenterprises developed their own information management system according to their mandates,missions and long-term development goals. But the developing of EnterpriseInformationization Construction is a very complicated project， so most of enterpriseinformation management systems development projects will be cost overruns or delay，Riskfactors are the main reason of these phenomena.This article is based on the research of the software project development in both Chinaand abroad, followed the Theory of information management system for project development,focused on high failure rate of project developing, found out all kinds of main risk factors onproject developing. Through empirical analysis, used the form of questionnaires quantify allthe risk factors, then calculated the related data through statistical analysis. Analysis thecausality between risk factors and development effectiveness, and sequenced the risk factorsin accordance with the influence degree. According to the research results, we can control themainly risk factors before they affect the developing of information management system, orwe can formulate the relevant decision According to the assessment of various risk factors topredict the effects of information system development.
